  1. RCSU CENTRAL has a Class B Permanent for a WO/WO MOS ID/Occupation 00359-01-COATS-GS NCM, or 00376-01-FSA, or 90000-ATR to commence on 02-DEC-2024 until 01-DEC-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force, Canadian Rangers.

    1. Rank: WO/WO
      An applicant whose substantive rank is one rank lower and who is eligible for promotion may apply. Applicants whose substantive rank is higher may apply but, if selected, shall be required to relinquish their rank to that indicated for the position.
    2. MOS ID: 00359-01-COATS-GS NCM, or 00376-01-FSA, or 90000-ATR
      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered and may be offered the position with the condition that the member completes component transfer to COATS, posting to the NDHQ PRL under the administration of DRSM or is attach posted to CJCR with concurrence from their home unit. The posting to the PRL must be approved by DRSM prior to commencement of the period of employment.

    A. Prior experience working in support of the Canadian Cadet Organizations.
  4. Basic description of duties: The Financial Services Manager is responsible to the Financial Services Officer for the daily management of financial Delegations of Authority (DOAs), Regional Central Funds, support to Lord Strathcona Trust Fund (LSTF) reimbursements, management of the business plan and daily financial transactions, approving budget transactions, generating financial reports and supervising the Financial Services staff. Duties include: - Support the management and oversight of all assigned Public and Non-Public resources ensuring that they are properly allocated within approved capabilities. - Support the preparation of the Annual Business Plan and the staffing of all budgetary forecasts ensuring accuracy and full disclosure. - Assist in the preparation of regional financial policies. - Provide financial advice and guidance to all units and staff. - Administrate the Lord Strathcona Trust Fund (LSTF). - Prepare General Allowance Claims. - Prepare event and hospitality requests ensuring files are complete and accurate prior to review by the Finance Services Officer. - Input DRMIS financial management structure including budget allocation and plan, create and monitor PAYEs, conduct system maintenance (i.e. inputting of IOs, commitment numbers etc.), and action accounts payable/receivable, action System Adjustments and coordinate training of staff in DRMIS roles. - Provide staff assistance to the budget reporting process including T returns, monthly reviews, expenditure tracking and year-end financial statements ensuring files are complete and accurate prior to review by the Finance Services Officer. - Provide staff assistance to the preparation and distribution of RCSU/Natl CJRC Sp Gp finance policies.

  9. Remarks: A. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date; B. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO; C. Additionally, COATS members who are employed on Class B service in excess of 180 days will be required to participate in the CAF FORCE program on an annual basis IAW DAOD 5023-2; G. The following are required as conditions of this reserve service and must be obtained prior to the commencement of service: 1) A valid Police Records Check (PRC) and Vulnerable Sector Screening (VSS), 2) A valid medical, 3) Meet dental standards, and 4) Reliability status; H.
