NATL CJCR Sp Gp HQ has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 01-FEB-2025 until 31-JAN-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Canadian Rangers, Supplementary Reserve Force, Regular Force.

      1. Extensive knowledge of, experience with, and delivery of the CCO program and its applicable policies; 2. Extensive knowledge of and experience with the COATS Reserve Sub-Component, including its role, applicable policies, and Individual Training and Education (IT&E) programs; 3. Strong understanding of digital learning/training platforms, digital learning tools, and their practical deployment within a digital environment; 4. Demonstrated problem solving skills, initiative, and the ability to remain calm under demanding circumstances; and 5. Excellent verbal and written communication skills.

    E. Experience in the conduct of COATS training and/or education;
    F. Ability to work in a team environment and to effectively interact with Senior Staff and stakeholders and provide interpretation and input on complex issues;
    G. Experience with organizational systems and applications (GoC, DND/CAF, CJCR Gp);
    H. Ability to work remotely and coordinate several concurrent activities from a distance; and I. Ability to work with limited supervision.
  4. Basic description of duties: Provide planning, coordination, and management services for the delivery of Digital and Science, Technology, Engineering, Mathematics (STEM) learning and education initiatives. Manage learning/training aids and learning sites, coordinate trials of Immersive Learning activities, and manage the summer and year-round STEM activities and programs through the Technology and Digital Learning Center (TDLC). - Coordinate delivery activities related to cadet digital learning and manage the Cadet Digital Campus site; - Coordinate digital delivery activities related to COATS Professional Development and manage the COATS Learning and Professional Development site; - Manage and coordinate the effective execution of the TDLC summer and year-round programs/activities; - Coordinate learning initiatives, programs, tools, and provide support to digital delivery personnel; - Coordinate and liaise with identified CAF/CCO/GoC/NGO agencies to support Science, Technology, Engineering, Mathematics (STEM) initiatives; - Identify learning technologies that can enhance training and assist individuals in the performance of various tasks; - Coordinate and lead change management initiatives for the LSC; - Coordinate the use of applications/tools that support learning strategies that capitalize on Mixed Reality (MR), Artificial Intelligence (AI), Simulators (Sims), and User Experience (UX) technologies; - Support R&D, Test Lab initiatives, and deliver Proof of Concept requirements for identified technologies that can enhance digital training and assist individuals in the performance of various tasks; - Work collaboratively with development staff, CAF Centers of Excellence, stakeholders, and SMEs to provide support with selected applications/tools that assist in the standardization of Fmn IT&E activities; - Ensure that agreed standards and targets for timely and high-quality outcomes are met; - Coordinate assignments, administration, and monitor deliverables for assigned Class A, Class B personnel, University/College Coop Students, and/or contractors; - Coach and mentor assigned personnel; - Prepare and execute effective change and project management plans inclusive of work breakdown schedules and budgets; - Create and maintain briefings, templates, and tools to assist with the production of content for online learning; - Prepare high quality staff work, instructions, guides, procedural documentation, and present effective briefings; - Monitor and report on budget allocations; - Complete reports and returns and consolidate LSC submission; - Draft documentation and assist with contracting for goods and services; and - Coordinate and liaise LSC lesson findings within the Defence Lessons Learned System (DLLS).

  9. Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within the Fmn HQ. Initially, they will be in the job of J7 LSC - Digital Learning & Pro Dev Coord O, but can expect to be assigned to other tasks and potentially fill another role within the Fmn during their period of service. B. Position is located in Ottawa, ON. An alternate work arrangement may be considered in the event the qualified applicant is not in a position to relocate and can perform the work from a DND facility such as an RCSU or area office. Remote work from another location will not be considered. C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval. E.
