  1. RCSU CENTRAL has a Class B Permanent for a WO/WO MOS ID/Occupation 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR to commence on 01-DEC-2024 until 30-NOV-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force, Canadian Rangers.

    1. Rank: WO/WO
      An applicant whose substantive rank is one rank lower and who is eligible for promotion may apply. Applicants whose substantive rank is higher may apply but, if selected, shall be required to relinquish their rank to that indicated for the position.
    2. MOS ID: 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR
      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain in the Primary Reserve Force with a posting to the NDHQ PRL or attached posting from their home unit may be possible under the administration and approval of DRSM.

  4. Basic description of duties: The J1 Regional Cadet Support Unit Chief Clerk is responsible for the supervision of subordinate staff and the efficient operation of the Orderly Room including the Central Registry, Pay and Records Management Sections. This includes ensuring that all required documentation and correspondence is completed, recorded and filed in accordance with current policies and procedures. Duties include: - Maintain a close working relationship with supporting Base/Station/Unit/Command staff in areas of Administration, Pay and Release. - Ensure staff are informed of changes regarding amendments of administrative and financial reference publications and local policies. - Ensure the timely completion of documentation governing the enrolment, promotion, posting and transfer of COATS members. - Ensure the timely provision of ongoing administrative support to Regular Force personnel posted to the RCSU. - Ensure the timely completion of pay documentation including Class A & B Pay and Reserve Transportation Assistance Allowance in RPSR in accordance with published pay submission deadlines. - Responsible for supervising the release process including benefits. - Act as the RCSU LACO for RPSR and POC for management of HRMS/Guardian and ROE Web. - Responsible for the oversight and the audit of all pay and administration documents. - Approve establishment change submissions. - Brief staff on relocation entitlements and coordinate administrative and financial requirements with relocation services. - Ensure human resource policy compliance. - Generate automated establishment and human resource reports. - Investigate administrative pay and benefit issues. - Manage casualty administration. - Manage unit administration including central registry, certificates, medals, entitlements, establishment changes, PRV, annual leave, maternity / parental leave, MPRR, PERMON and remedial measures. - Ensure the completion of Personnel Development Reviews (PDRs) and Personnel Evaluation Reports (PER) on assigned personnel.

  9. Remarks: A. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO; C.
