  1. RCSU PACIFIC has a Class B Permanent for a Sgt/Sgt MOS ID/Occupation 00359-01-COATS-GS NCM, or 90000-ATR to commence on 16-JAN-2025 until 15-JAN-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Regular Force, Supplementary Reserve Force.

      An applicant whose substantive rank is one rank lower and who is eligible for promotion may apply. Applicants whose substantive rank is higher may apply but, if selected, may be required to relinquish their rank to that indicated for the position.
    2. MOS ID: 00359-01-COATS-GS NCM, or 90000-ATR
      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain in the Primary Reserve Force may be possible.

      Quals: Applicants must demonstrate that they possess the following knowledge, skills and experience:
      1. Experience in Orderly Room administration;
      2. Experience in the supervision of military and/or civilian personnel;
      3. Knowledge of and experience applying federal government and DND policies such as TB policies, QR&Os, DAODs, CFAOs, and various directives and instructions;
      4. Working knowledge of RPSR and supporting documents; and
      5. Working knowledge of HRMS/Guardian.

  4. Basic description of duties: The J1 HR Supervisor (Records/Pay) is responsible for the provision of human resource services to include the generation of reports, supervising records management; pay; clearance processing; leave maintenance; and monitoring client service. Primary Duties: - Audit/correct files in HRMS/Guardian and spot check transactions for accuracy. - Supervise the accurate maintenance of the personnel files and entries in HRMS/Guardian, RPSR and Monitor Mass. - Assist the J1 RCSU Chief Clerk in providing advice to staff on matters pertaining to the administration of COATS members and Civilian Instructors. - Supervise annual stripping of personnel files and archiving of unit files. - Review documentation for proper completion prior to submitting for signature. - Manage Class A and B period of reserve service documentation and ensure the accurate and timely completion of pay entries in RPSR. - Coordinate the preparation and distribution of all Records of Employment (ROE). - Initiate recovery actions on overpayments. - Coordinate training in HRMS/Guardian. - Receive establishment change submissions and generate automated establishment and human resource reports. - Ensure human resource policy compliance and casualty administration. Investigate administrative pay and benefit issues. - Supervise unit administration including certificates and medals, entitlements, compensation benefits, establishment changes, PRV,annual leave, leave cash out, maternity / parental leave, MPRR and remedial measures. - Effect changes in correction mode for HRMS/Guardian.

  9. Remarks: A. This is a permanent Class B position with a continued engagement for a three year period. Continued Class B service up to six years as per Ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. B. Position is geo located in Victoria. An alternate work arrangement will not be considered. C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. D. Upon nomination by the mbrs OR, applicants will be provided with an application form to submit to the REO OPI no later than 2359hrs in their own time zone seven days after the REO closing date. The application form is designed to assist the applicant with concisely articulating how they have met the required experience and qualifications, and the secondary requirements of the REO. In addition to the application form, submissions shall include: 1) A Guardian MPRR (in place of cover letter and resume); and 2) No more than 4 documents that support their responses in the application form (e.g. performance evaluations, course reports, letters of recommendation, and awards). E. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval. F. In addition to the meeting the eligibility requirements at ref H, the following are required as conditions of this reserve service and must be obtained prior to and maintained during the period of service: 1) A valid Police Records Check (PRC) and Vulnerable Sector Screening (VSS); and 2) COATS members who are employed on Cl B service in excess of 180 days will be required to participate in the CAF FORCE program on an annual basis.
