Basic description of duties: The NAVRES File Manager is responsible to the NRD Commanding Officer, through the NRD RUR for the following specific duties and responsibilities: a. attending the Naval Reserve File Manager (NRFA) course during their first six months of employment; b. completing the requisite OJT within six months of the completion of the NRFA; c. remaining current with all NAVRES recruiting policies and practices; d. answering recruiting-related telephone or internet inquires; e. assisting in mobile recruiting activities from time to time (e.g.: career employment fairs/events); f. managing applicant files, especially in the crucial task of maintaining contact with the applicant and shepherding the file through the system; g. verify employment applications and ensure prompt follow up action with applicants when files are incomplete; h. ensure Quality Assurance by reviewing files throughout each step in the process, with a final file QC prior to request for enrolment; i. ensure updates, log entries, checklists, and bin movements in CFRIMS for all applicant processing is completed in a timely manner, guaranteeing accurate statistics at the HQ level. j. conduct the following processing steps for each individual applicant: (1) review applicant forms, ID's, and transcripts; (2) inquire to +DPSIM website if pre-security issues exist; (3) conduct pre-security screening when required under RUR supervision; (4) book all appointments, including medical at local/regional CFRC; (5) conduct enrolment physical fitness testing; (6) conduct CFAT, MOST, and WCPT testing as required; (7) conduct PLAR's as required (8) action TOS and re-enrolment e-mail requests as required; (9) conduct SVC # inquiries for staff cadets; (10) complete file transfers as required; (11) close files in CFRIMS as required, track closed CF50's (12) maintain file system for 3 years, and schedule old CF50's for shredding; (13) conduct employment reference checks as required by NRD RUR; (14) initiate reliability screening through Web SPCS and DGDS; (15) complete a final QC on all files prior to request for enrolment; and (16) prepare enrolment documents. k. organize, coordinate, and conduct the enrolment ceremony for new recruits; l. effect entries into CFRIMS II while ensuring the validity and conformity of data being entered; m. ensure the entire process respect the laws of the Personal Information Act, Access to Information, Human Right and any other Canadian laws as they apply to recruitment; n. Any other tasks or duties related to the good administration of Naval Reserve recruiting files, as tasked by the NRD RUR.

Remarks: Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
