RCSU EASTERN has a Class B Temporary for a Sgt/Sgt MOS ID/Occupation 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR to commence on 15-DEC-2024 until 13-AUG-2025.Only personnel from the following Component/Sub-Component may apply for this position: Primary Reserve Force, Cadet Org and Trg Service, Canadian Rangers, Supplementary Reserve Force.

    1. Rank: Sgt/Sgt
      Candidate whose effective rank is one rank lower or one rank higher may apply.
    2. MOS ID: 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR
      If no MOS ID 00359 or 00375-01 applies, other MOS IDs that demonstrate the skills, qualifications and experience relevant to this position will also be considered. In the absence of a qualified member of the COATS, a member of the Primary Reserve may be considered and may be offered the position on the condition that the member completes his component transfer to the COATS, is posted to the NDHQ PRL under the administration of the DRSM or is attached to the CJCR with the agreement of his home unit.

      Courses:
      Quals: Prior to taking up their duties, the candidate must meet the security requirements applicable to members serving with the Canadian Cadet Organizations, including obtaining the appropriate security clearance, the Police Record Check and Vulnerable Sector Screening (PRC / VSS). Any employment offer will be conditional on the certification that the chosen candidate meets the required security standards. In accordance with the Military Human Resources Records Procedures (MHRRP), the member's home unit will be contacted to ensure that the member has no administrative or disciplinary action pending against him.

  4. Basic description of duties:
    A. Audit and correct new files entered in HRMS by HR Admin Clerks, and perform spot checks of transactions to ensure accuracy;
    B. Oversee the meticulous maintenance of personnel files and entries in HRMS, the Guardian solution, RPSR and Monitor Mass;
    C. Support the HR Manager in advising staff on matters relating to the Cadet Organizations Administration and Training Service (COATS) and civilian instructors;
    D. Annually oversee the review of personnel files and the archiving of the unit's files;
    E. Examine documentation for proper completion prior to submission for signature;
    F. Perform reliability checks and process members' security clearances;
    G. Control and issue service numbers to civilian instructors and staff cadets;
    H. Oversee the Class A and Class B contracts and ensure accurate and timely entry of pay in RPSR; I. Coordinate the preparation and distribution of Records of Employment; J. Launch recovery measures on overpayments; K. Ensure the coordination of training in HRMS and the Guardian solution; L. Oversee the completion and quality of Personnel Development Reviews (PDRs), of Performance Review Reports (PRRs) and performance agreements, as applicable; M. Oversee staffing board change requets and produce automated establishment staffing reports and HR reports; N. Attend staff briefings on relocation benefits and coordinate needs with relocation services; O. Monitor HR policy and loss management compliance; P. Investigate administrative matters relating to pay and benefits; and Q. Superviser the unit management, including arrival and departure formalities, certificates and medals, payments, pay and benefits, changes to the staffing chart, verification of the status of staff readiness, annual leave, severance pay, maternity/paternity leave, summary of military personnel files, and corrective measures.

This is a temporary Class B position in accordance with Ref A. The applicant will be a staff member of RCSU East. Initially, he/she will serve as a J1 HR Supervisor Records and Pay, but can expect to be assigned other duties and possibly serve in another role within RCSU for the duration of the employment period. The unit must ensure that the member has no outstanding administrative or disciplinary actions on file prior to appointment. G. The employment of regular force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified SAIOC or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the OER. H. SAIOC members employed in Class B service in excess of 180 days must participate in the CAF FORCE test on an annual basis.
