  1. RCSU CENTRAL has a Class B Permanent for a MCpl/MCpl MOS ID/Occupation 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR to commence on 02-DEC-2024 until 01-DEC-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force.

      Members who are ranked one rank higher or one rank lower may apply. Members may be required to voluntarily relinquish their rank in order to be considered to fill the position, as per Ref A.
    2. MOS ID: 00359-01-COATS-GS NCM, or 00375-01-HRA, or 90000-ATR
      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered and may be offered the position with the condition that the member completes component transfer to COATS, posting to the NDHQ PRL under the administration of DRSM or is attach posted to CJCR with concurrence from their home unit. The posting to the PRL must be approved by DRSM prior to commencement of the period of employment.

Basic description of duties: The Sr HR Specialist (Program Staffing) is responsible for the provision of human resource services to include the generation of reports, records management; pay; clearance processing; leave maintenance and monitoring client service. Duties include, but are not limited to:
    A. Supervising the performance and efficiency of the HR Specialist (CTC Staffing) Clerks;
    B. Managing the annual leave process for CTC staff;
    C. Adhering to policy directives and procedures issued by various agencies are followed;
    D. Coordinating the selection of adults and staff cadets for part-time employment;
    E. Managing the Summer Staffing group inbox;
    F. Entering data into CFTPO during the tasking process;
    G. Preparing and distributing Class B employment opportunity messages using REO for employment opportunities;
    H. Receiving applications for Class B employment opportunities and preparing files for review; I. Preparing applicant files for the Review Board Secretary; and J. Recommending procedural and functional processes to improve personnel selection.

  9. Remarks: A. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date; B. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified COATS or Primary Reserve non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. Annuitant employment periods shall not exceed three years in the position at which time the position must be posted for competition through REO; C.
