  1. RCSU NORTHWEST has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF, or 90000-ATR to commence on 14-MAY-2025 until 13-MAY-2028.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force, Canadian Rangers.
  2. Essential requirements are as fols:
    1. Rank: Capt/Capt
      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process. A position may be over or under-ranked by one rank and shall only be used in those exceptional cases where no other qualified candidate is available. Members who are over-ranked may be required to voluntarily relinquish their rank in order to be considered for the position. Additional rank considerations are outlined in ref B.
    2. MOS ID: 00232-13-CIC, or 00360-01-COATS-GS OFF, or 90000-ATR
      IAW refs B and C, in the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS or Primary Reserve Force member, a Regular Force Member may be offerred the position and shall component transfer to COATS.

      Applicants shall demonstrate through provision of suitable documentation that they meet the following essential skills, knowledge, experience and qualification screening requirements; 1. Experience in Cadet Training Program delivery; 2. Proven success in a leadership position; 3. Experience as a Corps/Squadron CO or a minimum of 3 years full-time staff experience at a HQ; 4. Demonstrated problem solving skills, initiative and the ability to remain effective under demanding circumstances; 5. Demonstrated ability to work well with others in accomplishing organizational goals; 6. Experience/Training in Alternate Dispute Resolution; 7. Knowledge of the Cadet Training Program, with an emphasis on delivery in isolated communites and to indigenous persons; 8. Knowledge of League structures/governance (Prov/Natl); and 9. Excellent verbal and written communication skills.

  3. Secondary requirements of position, as applic: Of the applicants meeting the essential requirements specified in paragraph 2G, further consideration will be given to those applicants demonstrating the following desired skills, knowledge and qualifications;
    A. Undergraduate degree in related field and/or a combination of relevant post-secondary education, military and civilian qualifications and relevant experience;
    B. Experience in customer service;
    C. Experience coordinating / conducting complex training activities;
    D. Experience at a CTC at a minimum Lt(N) / Capt level;
    E. Experience / training working with diverse cultural groups;
    F. Understanding of the CIC training program; and
    G. Previous Experience with Fortress.
  4. Basic description of duties: The Zone Training Officer is responsible for the provision of support to Corps/Squadrons located within their geographical support area and for the conduct of any tasking related to CCO Programs (i.e., RDA, NDA, CIC Trg). Duties include: a. Provide coaching and support to Corps/Squadron COs/Training Officers to ensure high quality operations; b. Advisor to Corps/Squadron COs; c. Conduct staff assistance visits and report on Corps/Squadron performance indicators; d. Advocate on behalf of Corps/Squadron to ensure the provision of necessary human, financial, and material resources for the administration and conduct of programs; e. Coordinate/develop Corps/Squadron action plans; f. Guide and assist succession planning for Corps/Squadron CO and Trg O appointments and liaise with J1 Personnel staff; g. Coordinate OJT support to Corps/Squadron administrative and supply positions where appropriate; h. Assist with the development of Corps/Squadron training plans (IAW CATO 11-03, QSPs, etc); i. Nominate, prioritize, promote and assist with forecasting of CIC training opportunities; j. Support/assist/conduct locally directed activities (LDAs), regionally directed activities (RDAs) and/or nationally directed activities (NDAs) as tasked; k. Encourage and support resolving issues with alternate dispute resolution techniques; l. Maintain a strong partnership with local league representatives and participate in related consultative bodies as tasked; m. Liaise with internal and external stakeholders (i.e. J4 staff, support base personnel); n. Assist with program/community outreach within geographical support area; o. Submit and advocate for awards and recognition for deserving members of Corps/Squadron; p. Recommend cadets for advanced training opportunities; q. Recommend administrative or disciplinary action for staff and cadets when necessary; and r. Other duties as assigned.

  9. Remarks: A. This is a permanent Class B position with a three year engagement period IAW ref A. Continued Class B service up to six years as per ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their employment period. B. This is not a remote work opportunity. C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. IAW refs A and E, in the absence of a suitably qualified non-annuitant member, an annuitant may be approved for employment in this position by the VCDS. Annuitants may be employed through this REO for a maximum of 3 years in the advertised position, at which time the position shall be posted for competition. E.
