  1. RCSU NORTHWEST has a Class B Permanent for a 2Lt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF, or 90000-ATR to commence on 01-DEC-2024 until 30-NOV-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force, Canadian Rangers.
  2. Essential requirements are as fols:
    1. Rank: 2Lt/Capt
      IAW Ref A, applicants holding the substantive rank for the position and those who are one rank lower will be considered at the same time in the selection process. In accordance with CMP 20/04 individuals holding the substantive rank of the position being advertised, and who meet the minimum level of qualifications for the position, shall be selected before an individual of lower rank. If no suitable candidate can be selected of equal or lower rank, applicants whose substantive rank is one higher may be considered (and would be required to relinquish rank to that of the position for the duration of the employment).
    2. MOS ID: 00232-13-CIC, or 00360-01-COATS-GS OFF, or 90000-ATR
      In the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS and Primary Reserve Force member, a Regular Force Member may be offerred the position and shall component transfer to COATS.

      Applicants shall demonstrate through provision of suitable documentation that they meet the following essential skills, knowledge, experience and qualification screening requirements: 1. Certified Transport Canada Aircraft Maintenance Engineer, M1 Licence, or apprentice working to complete license requirements; 2. Working knowledge of Canadian Aviation Regulations (CARs); and 3. Demonstrated problem solving skills, initiative, and the ability to remain effective under demanding circumstances.

  3. Secondary requirements of position, as applic: Of the applicants meeting the essential requirements ref para 2G, further consideration will be given to those applicants demonstrating the following desired skills, knowledge and qualifications:
    A. Working knowledge of the DND airworthiness program;
    B. Experience with fabric covered aircraft;
    C. Comprehensive understanding of the Air Cadet Gliding Program (ACGP);
    D. Experience with Air Ops, Cadet Flying Training Centre (CFTC), or Cadet Flying Site (CFS) operations; and
    E. Familiarity with ACGP maintenance policies.
  4. Basic description of duties: Reports directly to the Air Ops Eng O. The Air Ops Aircraft Maintenance Engineer (Air Ops AME) conducts maintenance on ACGP equipment in accordance with applicable standards, policies and regulations as directed by the Air Ops Eng O. Duties include: (1) Carry out aircraft, trailer, and winch maintenance at both the main operating base (Gimli) and deployed Cadet Flying Training Centre(CFTC)/Cadet Flying School (CFS) locations in support of the Air Cadet Flying Program (ACFP) IAW established civil and DND regulations, orders and directives; (2) Actively participate in the Canadian Armed Forces Flight Safety program; (3) Advise the Air Ops Eng O on Canadian Aviation Regulations (CARS) interpretations; (4) Draft documentation for review by Air Ops Eng O for submission to Transport Canada Civil Aviation (TCCA) and/or the National Technical Authority (NTA); (5) Develop and introduce safety-focused maintenance best-practices; (6) Maintain hangar, maintenance facilities, equipment, workshops and storage facilities IAW DND/TCCA regulations, directives and good housekeeping procedures; (7) Assist with internal audits and inspections IAW the National Maintenance Policy Manual (NMPM); (8) Provide input on Corrective Action Plans following inspections and audits to ensure regulatory and policy compliance; (9) Complete and maintain detailed electronic and hard copy aircraft files and records; (10) Maintaining a valid TCCA M1 license, or work toward completion of M1 license apprenticeship; (11) Participate in required trg as outlined in the NMPM; (12) Support CFTC summer operations as maintenance staff for the duration of the CFTC; (13) Support CFS flying operations by providing in-person maintenance services as required; and (14) Other duties as required.

  9. Remarks: A. This is a Class B Permanent position with a continued engagement for a three year period IAW Ref A. Continued Class B service up to six years as per Ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the Formation during their employment period. B. This is not a remote work opportunity. C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass a minimum of 48 hours prior to the competition closing date. In the absence of a suitably qualified non-annuitant member, an annuitant may be approved for employment in this position by the VCDS. Annuitants may be employed through this REO for a maximum of 3 years in the advertised position, at which time the position shall be posted for competition. E.
