  1. CF H Svcs Gp HQ has a Class B Temporary for a Capt/Capt MOS ID/Occupation 00001-GSO or NCM to commence on 13-FEB-2025 until 05-JAN-2026.Only personnel from the following Component/Sub-Component may apply for this position: Primary Reserve Force, Supplementary Reserve Force, Regular Force.

    1. Rank: Capt/Capt
      Lt eligible for promotion and Maj willing to relinquish their rank for the duration of the contract may apply, however they will only be considered if no Capt is found. IAW QR&O 11.12 para 4. A Res F mbr who relinquishes their rank and reverts to a lower rank for the duration of the Class B employment, may be authorized (provided there are no substantive reasons to the contrary) to be promoted to the rank held prior to the relinquishment at the conclusion of the Class "B" service, provided they meet all requirements for promotion. Suitable Lt not eligible for promotion may also apply but will only be considered if no promotable Lt, substantive Capt, or Maj willing to relinquish their rank is found.

  3. Secondary requirements of position, as applic: Undergraduate degree in health-related field with formal in-service or out-service courses pertaining to Individual Training and Education, adult education, or experience at Canadian Forces Health Services Training Centre (CFHSTC). Experience: Extensive experience in military healthcare environment; and National HQ Staff Officer experience preferred. Knowledge: Knowledge of the Military Health Services Occupations; Knowledge of DND and CMP organization; Knowledge of Individual Training & Education (IT&E), and Qualification Standards; Understanding of DND policies, standards and guidelines; Knowledge of OGS, NCMGS, HS personnel JBS included in A-PD-055 Series, and Job Description process; Knowledge of Health Services occupations matrix and their management; Knowledge of civilian healthcare professions and regulatory authorities an asset; Understanding of CF H Svcs Gp Policy and Guidance; and Familiarity with the occupation restructuring process (MESIP), and related policy and administration documentation.   4. Basic description of duties: Scope of Responsibility The Strat Board and File Management Staff Officer (SO) is responsible for the management and maintenance of all HS Res career development files. This position will provide the managerial support for annual succession, merit and selection boards, ensuring successful total force integration. Summary of Responsibility Key responsibilities of this portfolio are compiling and maintaining succession planning files on an annual basis. This position will be responsible for secretarial duties during the PRes succession and merit boards, and will maintain the HS Res Occupational SCRITS, ensuring that they are kept up to date. The Strat Board and File Management SO works closely with the SO Occ Support and Integration, within DHS Res, and is linked in with the SO Selection and Program Management, DHS Pers, for total force integration. As a secondary function, this mbr will provide routine admin support (townhalls, occupation communications) for all of the Class A Dep Res MOS Advs. Accountability The Strat Board and File Management SO is responsible to the Staff Officer Occ Support and Integration for the performance of his/her duties. Responsibilities Recipient and manager of all HS Res Declaration Forms Declaration Form review, sorting and prep for PMBs, Jun - Sep annually Provide input for review/amendments for policy reviews Policy maintenance for total force policy reviews relating to promotion, succession planning, selection boards and merit boards for DHS Res Liaison between D HS Pers SO Selection and Program Management, CFHS Gp and Strat Occ Management Officer, DHS Res Maintenance of HS Res Occupation SCRITs Assist with clerical duties relating to prep for MERIT/Selection/Succession planning boards Secretarial duties for duration of MERIT/Selection/succession planning boards Support the conduct of townhalls for the Dep Res MOS Advs Maintain active contact lists (by Occupation) for the Dep Res MOS Advs Be prepared to represent D HS Res as a QSWB board member for the CFHS occupations Performs any other tasks and functions as assigned by the SO Occ Support and Integration or DHS Res Occ Structure team.

Remarks: HRRC Tkt 0353 Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
