RCSU EASTERN has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-03-CIC (Air), or 00360-01-COATS-GS OFF, or 90000-ATR to commence on 05-DEC-2024 until 04-DEC-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Canadian Rangers, Supplementary Reserve Force, Primary Reserve Force, Regular Force.

      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered and may be offered the position with the condition that the member completes component transfer to COATS, posting to the NDHQ PRL under the administration of DRSM or is attach posted to CJCR with concurrence from their home unit. The posting to the PRL must be approved by DRSM prior to commencement of the period of employment.

    A. Experience within the Air Cadet Gliding Program (ACGP);
    B. Experience working as staff at a RCSU or CJCR;
    C. Training and experience in conflict management;
    D. Experience as a senior supervisory position at a Gliding Centre;

    F. Experience in the maintenance of fabric covered light aircraft; and
    G. Experience with the AMS suite of aircraft maintenance tracking software or any such applications.
  4. Basic description of duties:
    A. Be available to work several weekends throughout the year and, on occasion, extended work hours as well as working shifts (morning, day, evening, night) at the CFTC;
    B. Carry out the duties of an AME when required;
    C. Supervise the Aircraft Maintenance Engineer (AME) and the Air Operations Supply Technician (Air Ops Supply Tech); provide them with adequate training and ensure that their duties are performed satisfactorily;
    D. Ensure the Regional Annex to the National Maintenance Policy Manual (NMPM) is valid and up to date;
    E. Maintain a close working relationship with Transport Canada (TC) and National Technical Authority (NTA);
    F. Ensure that all aircraft documentation is completed and certified accurately, in accordance with TC and the NTA requirements;
    G. Ensure that spare parts conform to aeronautical standards and that there is adequate storage and inventory procedures for spare parts;
    H. Establish a schedule of aircraft to undergo the Structural Integrity and Repair Program (SIRP) on an annual basis, in cooperation with NTA and the OC Air Ops; I. Plan and organize all the steps for this aircraft overhaul process; J. Ensure that a daily maintenance program is planned and carried out for aircraft belonging to the Air Cadet League (ACL) in accordance with TC and NTA standards; K. Ensure special inspections and modifications are carried out as prescribed by the manufacturers, TC and NTA, if required; L. Ensure the repair and certification of aircraft located at the various regional Cadet Flying Sites is carried out by one or several members of the aircraft maintenance team; M. Coordinate, with approved suppliers, major work and repairs; N. Ensure the maintenance and storage of winches; O. Ensure that the trailers and any equipment used to transport aircraft are in good working order; P. Liaise with the various sections of the support bases and/or civilian contractors to obtain maintenance and supply services in support of the Air Cadet Gliding Program (ACGP); Q. Outline the statement of requirements to the RCSU Eastern J4, in order for PWGSC to create the contract of services; R. Ensure, in close coordination with the support base, the availability of a satisfactory work location, aircraft parking area and storage space for all aircraft and equipment over the winter period; S. Coordinate the general maintenance of the Air Ops hangar with the appropriate parties from military base support and the landlord; T. Participate in conferences and meetings as required; and U. Assume duties of OPI for DND airworthiness audits.

The employment of regular force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This permanent position is advertised as an Option 1 or Option 2 reserve employment opportunity; however, preference will be given to properly qualified non-annuitant applicants. In the absence of a properly qualified SAIOC or primary reserve member, regular force annuitants will be considered and may be offered the position on an Option 1 contract basis with employment limitations on the number of days employed annually. The annuitant's periods of employment shall not exceed three years in the position to which the position is to be posted for competition through the OER; and H. SAIOC members employed in Class B service in excess of 180 days must participate in the CAF FORCE test on an annual basis.
