Basic description of duties: Position Description: AF PD NCM Coord 2 is accountable for coordinating all required RCAF professional development that falls within the Developmental Periods (DPs) 3 & 4 (ranks of Sgt, WO and MWO), including CAF-common and RCAF-unique opportunities as well as those offered by allied forces under the Foreign Military Out Service Training (FMOST) program. This position provides oversight and expertise relating to the design, development and delivery of RCAF unique PD, as well as the day to day management and coordination of associated serials. RCAF occupations/trades training for RCAF Reserve NCM candidates including Basic Military Qualification Training with the Canadian Forces Recruiting Group and the Canadian Forces Leadership and Recruit School, QL3/Pte RQ/DP1, QL4, QL5A/Cpl RQ/DP2, QL5B, QL6A/DP3, QL6B/DP4, QL7 for all occupations/MOSIDs that are currently employed in the RCAF Reserve (including Army, Navy, and Support occupations/MOSIDs). This position ensures compliance to training and qualification standards for ab initio, sub-component transfers from the Supp Res, COATS, Rangers, Army Reserve & Navy Reserve, NDHQ PRL, Medical Reserve and other PRLs. The position initiates, staffs, and conducts Prior Learning Assessment and Recognition (PLARs) as required during the enrollment process. The position develops, actions, monitors and adjusts individual strategies for facilitating the completion of occupation training, delta training requirements and refresher/recertification training for new enrollees. The position is also responsible to provide guidance and to assist units in resolving issues with travel, accommodation, leave, pay & allowances, TD entitlements etc. that may arise during 2 CAD HQ funded training period of employment (POE). Responsibilities: This is a non-supervisory position in which the incumbent is responsible for: a. Working unsupervised to be able to perform the fol tasks: " Active involvement in the review and development of RCAF NCM PD offerings for DP 3 & 4 under the PD Rationalization initiative; " Oversight and management of RCAF PD for NCM DP 3 & 4, including deferrals and backlog analysis and recommendations; " Liaison with D Mil C staff (career managers), Senior Trade Advisors and unit Coc/ETO staff to resolve issues/deferrals and RTUs; " Support to RCAF TEs for administrative or training issues; " Solicitation and creation of course load, and associated MITE functions and support for RCAF PD NCM DP 3 & 4; " Responding to daily queries from the field regarding RCAF NCM DP 3 & 4 including monitoring the NCM PD + email inbox; " Managing and pursuing FMOST PD opportunities for NCMs as part of their progression in DP3 & 4 and conduct of required coord/admin/fin; " Conducting analysis and developing recommendations based on relevant data from Monitor Mass, AFTEMS, D Mil C, D Air Res, D Air Pers Mgt and other sources; " Review PLAR applications for courses that form part of DP 3 & 4, and preparing the files for CDA review for CAF-common PD; and " Providing input to financial quarterly returns and business planning activities. b. In NCM PD Admin's absence, carry out MITE, solicitation, load, deferral and communication tasks outlined above but applicable to NCM DP 1 & 2; c. In AF PD NCM Coord's absence, assuming their responsibilities as required; d. Assisting directorate staff on problem definition, options analysis and other tasks as assigned for NCM aspects of AF PD Rationalization; and e. Carrying out such other duties and responsibilities as assigned.
