NATL CJCR Sp Gp HQ has a Class B Permanent for a Capt/Capt MOS ID/Occupation 00232-13-CIC, or 00360-01-COATS-GS OFF to commence on 16-OCT-2024 until 15-OCT-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Canadian Rangers, Supplementary Reserve Force, Regular Force.

      In the absence of a qualified COATS member, a Primary Reserve Force member may be considered for the position with the condition that the member completes a component transfer to COATS. Limited options for a member to remain in the Primary Reserve Force with a posting to the NDHQ PRL or attached posting from their home unit may be possible under the administration and approval of DRSM.

  4. Basic description of duties: The National Cadet Air Operations Flight Safety Officer (NCA Ops FSO) is responsible to the DNCA Ops O as the strategic SME on all Flight Safety (FS) hazards and occurrences within the Air Cadet Flying Program (ACFP). The NCA Ops FSO is responsible to the Airworthiness Investigative Authority (AIA) for carrying out independent airworthiness investigation activities as detailed in the Airworthiness Investigative Manual (AIM). Duties include: - Advise the Comd CJCR, NCA Ops O and other unit personnel on CAF Flight Safety (FS) as it relates to the ACFP; - Act as the Formation FSO for the CJCR and implement a Flight Safety Program that encompasses all cadet flying operations; - Monitor all aspects of ACFP flying operations and advise the CoC of hazardous conditions, incidents and accidents; - Be fully conversant with all orders and instructions governing the CAF FS Program, the Air Cadet Gliding Program (ACGP), and ACFP; - Prepare and deliver FS briefings for CAF, Power Pilot Training Course (PPTC) Flight Training Units (FTU) and other personnel as directed by the Comd; - Provide guidance and assistance to WFSOs/RFSOs in the completion of mandatory FS Surveys of ACFP operations; - Participate in the evaluation and selection of FTUs for the PPTC; - Liaise with other FS professionals and DFS as required and participate as a subject matter expert in DFS directed ACFP accident investigations when tasked to do so; - Release and track as needed all Cadet FS occurrences through the Flight Safety Information Management System (FSIMS) to ensure they are completed accurately and in a timely manner; - Attend FS meetings or conferences as directed by NCA Ops O; - Maintain and distribute FS bulletins and educational materials; - Mentor, monitor and guide all RFSOs to ensure the implementation of the CAF Flight Safety Program; and - Manage FS training requirements and nominations for courses.

  9. Remarks: A. This is a permanent Cl B position with a continued engagement for a three year period. The applicant will be a Staff Officer within the Fmn HQ. Initially, they will be in the job of National Cadet Air Ops Flight Safety Officer, but can expect to be assigned to other tasks and potentially fill another role within the Fmn during their period of service. B. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination. Nominations must be made in Monitor Mass prior to the competition closing date. Applicants must submit their supporting documents to the REO OPI no later than 2359hrs in their own time zone on the closing date C. The employment of Regular Force annuitants is strictly controlled within the CAF and must be approved by the VCDS. This position is advertised as either an Option 1 or Option 2 Reserve Employment Opportunity; however, preference will be given to suitably qualified non-annuitant applicants. In the absence of a suitably qualified non-annuitant member, Regular Force annuitants will be considered and may be offered the position on an Option 1 basis with employment limitations on the number of days employed annually. Extension to annuitant employment periods require additional approval. D. Applicants must provide an application package describing specifically how the applicant satisfies each of the required experience and qualifications and secondary requirements. Only the information provided, along with the applicant's MPRR, will be used to determine the applicant's match to the required experience and qualifications and secondary requirements for the position, and their past performance and potential. In addition to the meeting the eligibility requirements at ref H, the following are required as conditions of this reserve service and must be obtained prior to and maintained during the period of service: 1) A valid Police Records Check (PRC) and Vulnerable Sector Screening (VSS); 2) COATS members who are employed on Cl B service in excess of 180 days will be required to participate in the CAF FORCE program on an annual basis. 3) *Hold a Transport Canada Civil Aviation (TCCA) Glider Pilot, Private, Commercial or ATPL fixed-wing pilot licence or a foreign pilot licence or RCAF pilot qualification that can be converted to a a TCCA Glider Pilot or higher fixed wing pilot licence; and 4) *CAF Flight Safety Qualification (Basic and Advanced) with Basic Investigator 1 Qualification. * Should the successful applicant not hold the specified qualifications, they must meet the suitability requirements and prerequisites for the training and be able to achieve the qualification within a reasonable time period agreed upon by the employing authority.
