  1. RCSU NORTHWEST has a Class B Permanent for a Sgt/Sgt MOS ID/Occupation 00359-01-COATS-GS NCM, or 00168-01-MAT MGT TECH, or 90000-ATR to commence on 01-OCT-2024 until 30-SEP-2027.Only personnel from the following Component/Sub-Component may apply for this position: Cadet Org and Trg Service, Primary Reserve Force, Supplementary Reserve Force, Regular Force.

    1. Rank: Sgt/Sgt
      IAW ref A, applicants holding the substantive rank for the position, those who are one rank lower, and those who are one rank higher will be considered at the same time in the selection process. A position may be over or under-ranked by one rank and shall only be used in those exceptional cases where no other qualified candidate is available. Members who are over-ranked may be required to voluntarily relinquish their rank in order to be considered for the position. Additional rank considerations are outlined in ref B.
    2. MOS ID: 00359-01-COATS-GS NCM, or 00168-01-MAT MGT TECH, or 90000-ATR
      IAW refs B and C, in the absence of a qualified COATS member, a Primary Reserve Force member may be offered the position wherein the member shall sub-component transfer to COATS, be posted to the NDHQ PRL, or attach post from their home unit under the administartion of DRSM. DRSM approval is required prior to commencement of the period of employment. In the absence of a qualified COATS or Primary Reserve Force member, a Regular Force Member may be offered the position and shall component transfer to COATS.

      Applicants shall demonstrate through provision of suitable documentation that they meet the following essential skills, knowledge, experience and qualification screening requirements: 1.     A. Prior experience managing supply administration; and
    B. Working Knowledge Of DRMIS, AIMS And Logistik Unicorp.
  4. Basic description of duties: The Warehouse 2IC is responsible to the Warehouse Supervisor and exists to provide logistical support for the Cadet training program in their area of responsibility. PRIMARY DUTIES:
    A. Supervising and directing assigned personnel and acting as the Warehouse Supervisor as required.
    B. Acquiring a full and complete understanding of the logistical requirements to support Cadet and COATS training.
    C. Assisting with the planning, organizing, coordinating, scheduling and providing logistical support for all authorized activities and scheduling building maintenance and ground transportation as required.
    D. Initiating and supervising contract requirements under $5K, liaison with the RCSU Contracting Section for contract requirements over $5K, assisting as the on-site supervisor for these contracts, ensuring goods and services are delivered IAW a contract's terms and conditions and utilizing an acquisition card to procure material IAW with Treasury Board and DND policies and regulations.
    E. Assisting in developing Statements of Work, leases, and in negotiating Standing Offer agreements and Supply Arrangements.
    F. Fulfilling all materiel requirements for Cadet and COATS training and acting as the Assistant OPI for all logistical support.
    G. Assisting with the Warehouse Supply Customer Account/Supply Location (SCA/SLOC).
    H. Ensuring that assigned SCA/SLOC are managed and maintained in accordance with Departmental orders, policies and procedures. I. Ensuring that all required materiel is in position prior to the opening of Cadet and COATS training and stored properly upon close out. J. Providing input into the RCSU Business Plan and exercising accounting, administration and personnel control as required. K. Assisting with the implementation of logistic requirements for the warehouse. L. Issuing, retrieving and maintaining required materiel and ensuring that all unserviceable materiel is replaced or repaired. M. Evaluating all demands for materiel and taking the necessary procurement action as required. N. Ensuring applicable Non-Public Funds materiel is accounted for and repaired and managing clothing accounts with Logistik Unicorp. O. Verifying weapon and ammunitions inventories and maintaining quarterly reporting of serial numbered accounted equipment (SNAC). P. Assisting with materiel life cycle management plans (SCDs, IPRLs, UCRs and Equipment Procurement Priority Lists). Q. Ensuring all allocated funds are expended in accordance with Departmental directives, policies and orders. R. Ensuring that all supply reports, statistical returns and equipment reports are completed and submitted as required. S. Ensure the completion of Personnel Development Reviews (PDRs), Personnel Evaluation Reports (PERs) and Public Servant Performance Agreements on assigned personnel in accordance with Regional policies.

  9. Remarks: A. This is a permanent Class B position with a three year engagement period IAW ref A. Continued Class B service up to six years as per ref A may be possible based upon authorization of the approval authority, acceptable performance and organizational requirements. Initially, they will be in the job as identified within this REO, but can expect to be assigned to other tasks and potentially fill another role within the RCSU during their employment period. B. This is not a remote work opportunity. C. As per ref C, the member is responsible for contacting their home unit OR to request nomination for the REO. The home unit OR will conduct a staff check to ensure the member does not have any outstanding administrative or disciplinary action pending on their file prior to nomination.
