  1. CF H Svcs Gp HQ has a Class B Temporary for a Maj/Maj MOS ID/Occupation 90041-HS OFFR to commence on 09-SEP-2024 until 31-AUG-2027.Only personnel from the following Component/Sub-Component may apply for this position: Primary Reserve Force, Supplementary Reserve Force, Regular Force.

    1. Rank: Maj/Maj
      Capt/Lt(N) eligible for promotion and LCol/Cdr willing to relinquish their rank for the duration of the contract may apply, however they will only be considered if no suitable Maj/LCdr is found. IAW QR&O 11.12 para 4. A Res F mbr who relinquishes their rank and reverts to a lower rank for the duration of the Class B employment, may be authorized (provided there are no substantive reasons to the contrary) to be promoted to the rank held prior to the relinquishment at the conclusion of the Class "B" service, provided they meet all requirements for promotion. Capt/Lt(N) not eligible for promotion may also apply but will only be considered if no promotable Capt/Lt(N), substantive Maj/LCdr, or LCol/Cdr willing to relinquish their rank is found suitable.

  4. Basic description of duties: This position is responsible for: 1. The day-to-day management and execution of the HCPR contract. This includes goods and services certification and invoice verification, travel requests, training request. 2. Maintain frequent liaison with the national contracted provider. 3. Respond to non-standard situations with respect to the management of the contract and develop solutions. 4. Authorizing overtime, on-call, call-back hours, weekend work, tele-health, travel, conferences and training. 5. Reviewing and validating clinics/units HCP request as well as Task Requirement amendment (TRA). 6. Protecting the integrity of the contract and preventing misuse by maintaining ongoing communication with key authorities to address issues/concerns on matters relating to the HCPR contract. 7. Developing opportunities to increase contract utilization though the contract amendment process. 8. Working with ADM(Mat) and PSPC to maintain and further the contract. This includes frequent liaison with the Departmental Procurement Authority. 9. Overseeing contract amendments to include evaluating and negotiating Rate Increase Proposal, New Rate Proposal, creating, modifying and deleting task & qualification statements and any other changes required to maintain and advance the contract. 10. Overseeing the Performance Management Framework including the Performance Incentive Fee process and maintaining constant liaison with DHSD SSO // Finance to ensure that funds are available and excess funds are returned in a timely manner. 11. Keeping DHSD SSO and the Departmental Technical Authority for the contract aware of any problems or situations that may impact the integrity of to the contract or that the SO HCPR cannot solve themselves. 12. Managing subordinates within the HCPR Cell.

Remarks: Statement on the Engagement of CFSA Part I Annuitants: The Management Framework issued at VCDS 5323-1 (DGRC) 6 March 2012, which remains in force at this time, affords that annuitants in receipt of pension benefits under the CFSA Part I who endeavor to undertake a period of Reserve Force service in fulfillment of a requirement anticipated to last longer than one year shall rejoin and recontribute to the CFSA Part I under the terms of "Option 2" at para 2.13 of CMP instr 20/04. This is the guiding principle on which an AFC decision was based and promulgated by the CDS at 5323-1 (D Res) 5 Mar 2012. Notwithstanding this guiding principle, certain circumstances may exist where an application may be made to VCDS requesting an exception which would permit engagement of a CFSA Part I annuitant under the terms of "Option 1" (maximum 330 days in any 365 day period). CFSA Part I annuitants wishing to apply for this position with an expectation of being approved for service under the terms of "Option 1" as detailed in Para 2.13 of CMP instr 20/04 will only be considered: · in cases where the position is currently vacant; · in the absence of currently serving Reserve Force members not in receipt of benefits under CFSA Part I who apply; · in the absence of currently serving Reserve Force members who are CFSA annuitants wishing to apply under the terms of "Option 2" who apply; · where a reasonable effort has been made to fill the position using non-annuitants or annuitants under the terms of "Option 2;" · where a defined operational impact, including activities that support the implementation of SSE pursuant to CANFORGEN 033/18, can be substantiated to the VCDS should the position remain vacant; · where clearly-identified and expressed plan is articulated to remedy the need to use a CFSA Part 1 annuitant under the terms of "Option 1;" and · where expressed written authority from the VCDS for a specific exception has been requested by the employing unit’s L1 and received. Note: The employing unit is responsible for requesting a specific exception through their L1 pursuant to direction at VCDS 5323-1 (DDFP) 7 September 2017 – Management Framework Update – CFSA Annuitants – Fulltime Reserve Service. Approval from VCDS must be received prior to recommending an applicant to the Class "B" or "C" Reserve Service Approving Authority (DRSM).
